

We provided cost engineering support to CAAS to conduct a detailed Single Source/QDC cost assessment of the QinetiQ LTPA fixed price interventions for the TAT and ARM.
Situation
The Test Project Team in Defence Equipment & Support (DE&S) had received two significant proposals from QinetiQ to offer significant savings on delivering test pilot training and air ranges update over the next 12 years.
CAAS were requested to investigate these proposed savings and provide an assessment of their independent view on the level of real savings.
Task
We supported CAAS by conducting a detailed investigation of the requirement, the proposals and the cost models used. We led engagement with various stakeholders within QinetiQ, followed by detailed information requests and subsequent analysis of the cost sensitivity provided by the level of modelling for each intervention.
A detailed brief was provided to the Commercial Director within Test PT to allow advanced negotiations to be conducted. Major issues were identified and quantified within the brief.
Action
Our team provided cost engineering support to CAAS to conduct a detailed Single Source/QDC cost assessment of the QinetiQ LTPA fixed price interventions for the Test Pilot and Aircrew Training Services (TAT) and Air Range Modernisation Programme (ARM).
Results
We were commended for a rapid turnaround of the investigation when faced with significant time constraints.
